In short, Charlottesville. No contest.
All of the cities have interesting stuff, depending on how far away you are. Assuming you are coming from a ways away....definitely not Norfolk. You can hit Richmond and Charlottesville, they are about an hour apart. Charlottesville is the nicest city. Lots of history, and lots of beautiful land.

It depends on what you're looking for. Norfolk is close to the beach but there are some very very bad areas down there. Richmond is cool, there are museums and nightlife. Charlottesville is great too, a scenic college town with a good arts community.

Depends on what you want to do. I'm from Northern Virginia. Here's my opinion as a tourist to each.
Charlottesville -- UVA, frat parties, athletics, equestrian events, wine and cheese crowd, college clubs
Richmond -- state government, night life, tobacco and beer business, history of the South, southern aristocracy
Norfolk -- beach, military, hip-hop culture.
All three places are worth visiting and are not far apart. Charlottesville is the most niche place. If you are not a social status oriented person, I would think you would not enjoy it.

depending on your interests and age range, they are very different cities. Charlottesville, for example is a great college town. Norfolf is great for single gals as thats where the naval base (and marines!) is located. And Richmond, well, I got nothin on Richmond....consider checking out their chamber of commerce websites for some ideas.
