It varies. If you feel self conscious at 10 then discuss it with your parent or guardian. There are "starter" bras that don't really have a cup size, just a stretch growth panel. A heavily padded bra before say 15 or 16( and maybe even then) is putting something out there and a message a child that age should not be sending out. (This is my personal opinion. I made the mistake of going big into padding too young and regretted it. All the guys in the neighborhood were forever "grabbing" me.)
When I was 14 I went into a depression because all of my friends had been wearing a bra for at least a year or so and I didn't own one. I didn't feel comfortable talking to my mother about it because she felt uncomfortable even talking about menstruation with me. I didn't start my period till shortly after I started wearing a bra. Anyway, I felt a bit alone. I feel a little sad for you as you are facing a growing up problem and need to ask here for help. But at least you can come here to ask. I grew up in the 60's when personal computers were unheard of.
To answer your question, there are measuring systems to figure out your band size(the measurement around your chest under your breasts plus 3 inches if that number is odd, or 4 inches if that number is even--bras are only sold in even numbers ie 32 34 36 etc) For example if you measure and get 32 add 4 inhes, 36 is your band size. If you measure and get 31, add 5 inches and 36 is your band number. For your cup size (the measurement around your chest at the nipple line from which the band measurement is subtracted. For example if you measure under your breast and get 32 and you measure at your nipple line and your get 33, you subtract 32 from 33). One inch difference is an A cup, two inches is a B cup, three inches is a C cup, and so forth. A bra should feel comfortable--buy it fitting well on the last set of hooks, that way as the bra is stretched through wash and wear you can tighten it up as it ages. It should also look right. No breast tissue should be falling out below the cups and the cups shouldn't be so big they crease or wrinkle. So try some on, you will be your own best judge yourself. Good luck!

Padded bras should should not be worn by any child. There is no reason any child needs to project an image of being sexy, and they should not be trying to make other people that they are sexy. The only thing wearing a padded bra will do for a child is to make them a sexual target. A child does not this kind of attention and it should not be encourged by wearing a padded bra.
As for the normal bra size, you age range is way to big. Normal would be anything from about nothing for a 10 year old, to about a 36 b/c for a 17 year old.

When it comes to a bra size their is no "normal". Every girl is different. As for the padding... I wear a 34A and have a padded bra. I don't think it makes any difference.

If you go to Victoria Secrets they will size you for a bra for free. They will also help you with any padded bra's. I personally have some that are padded, push-up, and somethat are for special clothing wear. Basically you just need to find your size, the padding is only a preferrence?

There is no 'normal' bra size sweetie. Everyone develops differently. Heck, I didnt even get any breasts until I was 14, and now Im 20 with double d's! Also, any size comes with padding.

I am a 34b and I am 14. I started wearing a padded bra at about 13. I didn't start wearing it to get big boobs or anything it just provides more support.
