It is the same with the volume of commercials when you watch television channels -- that is louder too. It is an IRRITATION factor -- and a desperate grab/plea for attention. You can compare it to a Pavlov Response -- hearing the loudness you pay attention more than if something were quieter.

Yeah, it stinks. I'm sure there was some marketing research done on it. Thing is, it's keeping me and my kids out of the theatres. My 5 year old has to wear those ear warmer muffs, otherwise she has to leave. The previews are too loud and there are too many commercials. Not worth it.

They know that people aren't quiet when settling in to watch the MOVIE itself. So they crank up the trailers to get your ATTENTION.
The three couples in the back just ignore all of it, while they snog away.
