Try High Risk Gallery on Belmont ave near Sheffield. They also do catering and it's a nice setting. Rick, the owner is great and so is his partner Todd. Very professional and incredible food and service. They did our wedding of 60 people even though we had it offsite. The location there is pretty nice though. I forgot to mention he will help you arrange everything from getting a florist to arranging for a preacher/minister, etc.

Starved Rock State Park in Utica, IL Beautiful area, out in the trees, Illinois River flowing past, Big lodge with hotel style rooms or cabins for overnight stay, great food (Sunday brunch is delish)

Chapel is the ticket!! But 20-40 people really is NOT a small event, you know. And make it in one or the others, home town or something like that.SPEND the money on the honeymoon. go somewhere, you can be A LONE!!!!!
