I found an old elongated pot that i wanted to take up to school with me to create a little herb garden in my window sill. When i found it on my back porch there was already soil in it that was saturated, and has mold growing on it. Would it be ok to just let it dry out for a week or so, or should i just go right ahead and buy more potting soil?

Buy new. The mold has contaminated the soil and you'll struggle to grow your pot... I mean your herbs. just kidding, but you do need to get new.

dump out the old soil, clean the inside of the pot using a water/bleach solution (usually 2 tablespoons to a quart of water) and a stiff brush. let air dry. buy new soil.

Certain insects may have left eggs in this old soil. I would recycle the soil in composter and begin with new soil for your herbs.

I would throw out that old soil and purchase a bag of potting mix.
There could be a few nasties in that old soil and it could contaminate your new plants.
What a lovely idea...... I hope they bloom for you.

Run it through the compost pile - don't re-use moldy potting soil to plant in.
