There are some new AT&T underground cable orange and white poles in my neighborhood. Are these permanent? They are insightly.

These are only the ends of the conduit where they will be running fiber. The only things that you will see following completion is an occasional green or grey cabinet or square access cover (like a manhole). The cabinets and accesses will not be as frequent as the orange poles that you are seeing.
