I have to hold the handle down to get my commode to flush completely. Is there an adjustment?

Yes there is. YOu either have a ball connected to chain or to an arm lever. adjust it, so the chain is shorter between the ball and the point it connects to the top. It will allow more water to flow through and increase flush pressure

The chain that connects the flush lever to the valve lift is too long. The flush lever hits the underside of the tank lid and only opens the valve partially. There is a small hook on the lever in the tank. Move the hook down the chain towards the floor. The valve should close completely (no leaking) when the lever is down. The valve should open fully when the lever is raised. You will need to remove the tank lid to see all this.

Check to see if there's a water saver in it. Then if there is remove it. It's good to save water, but when you're flushing 3 times to empty it then you're defeating the purpose.

There are adjustable rubber flappers that control how much water is used in the tank. $4-$7.

sounds lk u need a new rubber flapper in the tank the handle raises it as u push it down check the chain also u cant hurt it and u can fix it yourself about 3dollars at store follow dir. also take pic if neede 4 you ref

Straighten out the float a bit more so you can add more water to the tank.

yes this has happend to me to something is broken inside of it get ur landlord to help u.
