...are u all kidding? you dont have to be white or asian to be smart, everyone has the same learning abilities in any race, there are the same chances to be slow or a genius if you are black or white or any other color u wanna be. Race has no effect on how you learn.

This is a politically charged question: you're liable to get very few rational answers. Are some races more artistic than others? Are some races more athletic than others? Are some races more emotional than others?
I don't know a good way to wrap around those questions, personally. I've seen a few solid attempts that appeared fairly unbiased, but their studies were largely dismissed prior to any actual examination of methods & results. Anyone who suggests that there might be racial/ethnic differences will be labeled as racist and dismissed without any credit [1].
I think the real danger isn't the question itself, but the uses to which various groups have put such questions (and the answers they wanted to find). It is important to remember that there is also a huge variance in individuals. Suppose, for argument's sake, that the average IQ of a white person was 100 but the average Asian IQ was 105. With a standard deviation of 15 on an IQ distribution, then, for every 100 white people with an IQ of more than 115 you would find about 16. For every 100 Asian people, you would find about 25. If you put all two hundred people together, you'd say "there are more smart Asians than smart white people" but you'd also say "there are many smart white people". One could not assume, encountering a random white person, that they were not smart because a significant percentage ARE smart (1 std. dev. above "average"). Similarly, one could not assume that meeting a random Asian person that they'd be "smart" because 75 of the 100 wouldn't be (and of course you couldn't assume that they wouldn't be either because obviously there's a lot of smart Asians in this example).
The thing is, the variation between individuals in the groups is so huge that making blanket assumptions or statements that label all members of the group in this way is dangerous social and political policy. There is no way "averages" and "means" can describe individuals, yet humankind has a repeated history of doing just that. Such a history tends to make people quite afraid of this type of question, often with good reason.
I don't know if some "races" are smarter than others. I do know that "race" is very narrowly defined by only a handful of physical genetic characteristics and that people are increasingly less and less "racially pure". It seems to me that in a growingly multicultural world, such questions will eventually lose relevance as everyone will have ancestry from various races.

In "The Bell Curve" by Richard J. Herrnstein and Charles Murray, one chapter was devoted to the concept of race and intelligence, but that chapter alone was enough to completely obliterate any credence people gave to the rest of the result findings WITHOUT people reading the "offending" material.

According to the national average for IQ's, some races are smarter.
Btownboi makes a good point about learning opportunities... however the IQ's represent all races in the western world, given the same chances in education. There are differences in scores. & wivout mentioning which race scores what, there is a major difference of 15 IQ points between 2 specific races. Which is conclusive that some races are smarter.
