It has orchestra-like music in the back, and a man with a semi-raspy voice is singing, and the music seems to not follow along with the words, almost like it's two seperate songs. Personally, I like it and I can't remember the words or anything!

I think it's "What a wonderful world" by Louis Armstrong, who had a raspy voice. And it sounded like an orchestra playing in the background.

Wow, that's helpful. When did you hear it last? It could be Tom Waits, it could be Leonard Cohen based on your description of the voice or it could be a spoken word thing from Burroughs. Can you give anymore clues?
