I've read that in a couple years, at the current rate, Memphis will be the first metropolitan area to have a black majority. So if i were to start a buisness, would to be considered minority owned?

Having gone to Memphis State some time ago, I would think that Memphis is black already.

My opinion would be that if at that time you are in a minority in the community, which you would be, you could have a good case with the right lawyer. I used to could have referred you to a sack load of lawyers there, but now I can't remember their names.

You would have to probably follow your suit up into the Federal Courts, and that would be expensive, but it would be ground breaking.

The laws on minority businesses are interesting. My brother owns a business and has it in the name of his wife. Being a woman, she is considered a minority. So he has precedence in bid cases even though she is white.

I have a old high school friend who wrote a book which was basically about how to make a nuclear bomb in his basement. The FBI tried to stop Random House from publishing the book, but he took it to court on the Freedom of Speech clause and won his case. All of the information was in public and university libraries anyway and from conversations with him, he really does not know that much - I worked with nukes for three years.

No. It wouldn't.

Because some (by no means all) of people who are currently labled as a "minority" will fight to keep that label because they benefit from it. They'll never allow anyone to take that label and give it to anyone else.

Some minoritys (again I'm not saying all) try to get anything they want by claiming racism if they're denied it or expected to earn it for themselves. This unfortunately also gives some members of minority groups a bad reputation and forges resentment for laws put in place to prevent racial descrimination. It's the same as everything else in the world, if it's there SOMEONE will abuse it.

First you have to find out at what level the majority/minority defined.
Is it based on country wide demography, state wide, city wide or neighborhood wide?

Nope. Minority in this case is looking at national numbers.

The word minority is a misnomer because it really refers to ethnic groups that are disadvantaged. So my answer would be no, assuming that you are caucasian.
