You mean an outdoor toilet that meets ADA requirements.

Start with the requirements for an INDOOR toilet meeting ADA requirements for access and signage. Add to that the ramp access requirements to bring them from ground level to the level of the restroom. You will also need any signage and parking space allocations for handicap vehicle access. That would include signage on the road to the restroom showing that accommodation is available at that location when it is not provided at every restroom facility in the camp.
The actual plumbing and fixtures are stock items. The grab bars and wider doors are specific to the need.

You have to be a little more specific because as of now you question does not make a whole lot of since. What you you mean by " An outdoor disabled toilet?" Do you mean it is outside and does not work? Or are you asking how to built an outdoor toilet for the disable?
