Sounds like you're confusing two different parts.

A power valve on a carburetor is a valve that opens and closes inside it to allow more fuel into the engine at full throttle.

An adjustable fuel pressure regulator is a device that allows you to change the fuel pressure. Normally, I wouldn't recommend it unless you have a heavily modified car, the fuel injectors you have can't quite deliver enough fuel to supply it, AND your budget doesn't allow using larger injectors.

Sounds like a scam to me, unless you're talking about the fuel boost on an NOx system.

An NOx system adds extra oxygen to the intake charge. More fuel is needed to prevent the engine from running dead lean and to produce the extra power so you either reprogram the computer to deliver extra fuel when the NOx is running or install an extra fuel like to add it to the intake manifold.

What you are discribing is a scam. There is a part in some carbs that is called a power valve.

The fuel pump will provide more pressure than you need unless it is broken or you have significantly changed the carb or injectors.
