Unless it is very very tight, it will be retractable by puberty or at least by the time puberty is about over.
I was 5 or 6 but my son was about 11.
don't force it before it is ready and this really varies.
If puberty is about over and you can't then see a dr. Otherwise don't worry.
just wash it gently and pull it back no further than it very voluntarily goes.

What most people probably don't know is that the foreskin is attached to the glans (penis head). In many guys it's fully detached and retractable (can be pulled back) by age 3. In most guys it can be pulled back by the time puberty arrives. In a few guys it actually can't be pulled back until nearly the end of puberty (age 17-18 or so). At 15, you might be one of the few guys who'd have to wait a bit longer. It's probably because you have a condition called phimosis, where the foreskin opening is too tight/narrow for you to be able to pull it back. Again, in almost all guys this resolves by age 17 or 18. This might be normal for you and you shouldn't worry about it just yet. But if you're impatient and want to be able to pull it back, there are things you can do to achieve this within a month or two. The first thing to try are stretching exercises. See link 1 for good and detailed instructions. Basically do those exercises for a few minutes each day for a few weeks to a month, preferrably right after a shower when the foreskin's more flexible. If that doesn't seem to work after a month, onto the second thing to try. There are prescription creams that can loosen the foreskin so you can pull it back. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2, names of creams in one of the tables). But know that these creams may also take up to a month for the full effect, though you might be able to speed things along a little by combining them with stretching exercises. In almost all cases of phimosis these two treatments are all that's necessary, so the max time it could take for you to be able to pull your foreskin back is about 2 months. And again, at your age, you might be able to "wait it out" but if you're impatient, the above options are your best bet. If someone - someone on this forum or a doctor, etc - suggests circumcision as a first/only option, ignore them as that's probably not in your best interest. It depends on a number of factors ....
If the opening at the tip is big enough for the glans to fit through comfortably, most boys can retract their foreskin from 3, 4 or perhaps 5 years old - this is when the foreskin separates from the glans below it - when first born these tissues are 'fused'.
If the opening is not big enough, you can try stretching the skin but this may still cause problems as it may be so tight that it restricts the blood flow to the glans. If the opening will not stretch but the fusing is obviously gone, it may be, with advice for a doctor, that a partial or full circumcision is required to allow for the glans to be exposed.

I don't know a definitive answer, but I had a problem with my foreskin going all the way back until quite recently...I solved the problem by everyday playing with myself "hehe" and pulling back gradually and not all at one time. Using something like lotion helps...It won't happen overnight, just be sure to not get the foreskin stuck behind the head in the early periods, it can cut of the blood supply if it gets stuck there

the foreskin is fused to the glans and should never be forced to retract. It will retract naturally as the boy ages. This age varies greatly, but the average age is somewhere between 3 and 5. See link below:

I have a four-month-old son whom we chose to circumcise--but I was well-informed by my son's pediatricians about both options. They told me that an uncircumcised male's foreskin should naturally be able to be pulled back around the age of three.

Around the age of 10 - 13, whenever their voice starts changing or maybe a little before that. Make sure it's cleaned properly everyday.....not to be too gross but my grandfather got an infection when he was around 25 and he had to have a circumcision, so be aware.

If you mean, slides back over the head, then really very early in life. A parent of a young baby boy should be aware of this when washing that area.... a parent's opinion!

mother's should be pulling it back while their babies are infants and during cleaning. If your a teen and it's not back yet, start pulling it back slowly each day until it's limber enough to do it on it's own.

are you asking when you can pull it back un circumcised.
If so about 11 ~ 12
you an try b4 and just be gentle.
it will come back if you really want b4 but will hurt.
