You have to accumulate enough respect to do that by completing missions. The more missions you do, the more people you can recruit. I think the max number of people you can recruit is 6. To recruit someone, target them using R1 and press up. You can also get them to take your picture, if you have it out. Just go up to them with the camera and press L1. If you want to recruit any pedestrian, even cops or rival gangs, put in this cheat:
Recruit ped with 9mm: DOWN, SQUARE, UP, R2, R2, UP, RIGHT, RIGHT, UP
Recruit ped with bazooka: R2, R2, R2, X, L2, L1, R2, L1, down, X
P.S. don't exceed the use of 500 cheats until the mission where you save Madd Dogg from the roof. If you do, it'll be impossible to pass the mission.
