A Pentium 4 is a faster processor overall. The celeron processor is a scaled down version of the P4 processor.

They both have the same speed however the P4 has more memory on the chip (called cache) then the celeron and therefore runs faster.

A Pentium 4 3.2GHz would be faster than a Celeron 3.2 GHz.

I don't know which one is actually faster but I do know that Celerons are junk! I'd go with the Pentium 4 no matter what.
