Yes, in MA it is possible to FILE your State income tax forms before FILING your Federal income tax forms; note the emphasis on FILING.

You still have to PREPARE your Federal income tax forms prior to PREPARING your State income tax forms, but you don't have to FILE them before you FILE your State income tax forms.
