You're right, some viruses and other malware (e.g., Trojans) do that. As the others have said, first get rid of the virus, using a good anti-virus program.
Then, do the following:
1) On the Start menu, click Run and enter "gpedit.msc". This will start the Group Policy Editor. (If you don't have "Run" on the Start menu, right-click on the task bar and select Properties from the menu that pops up. Select the "Start Menu" tab and click on the "Customize" button on that tab. Make sure that the checkbox labeled "Display Run" is checked.)
2) Navigate to "User Configuration\System" and make sure that the following policies are set to "Not configured" or "Disabled": "Prevent access to the command prompt" and "Prevent access to registry editing tools".
3) Navigate to "User Configuration\System\Ctrl+Alt+Del Options" and make sure that the policy "Remove Task Manager" is set to "Not configured" or "Disabled".
The above assumes Windows XP Professional. If you have the Home Edition instead, you're in a bit of a trouble, because it doesn't have a Group Policy Editor. The Policies can be set directly in the Registry there - but for that you need the Registry editor, which has been disabled - so it's a bit of a Catch 22 situation. You might need a third-party policy or registry editing tool there.

Yes, you have a virus. A good first step toward fixing it is to use an online virus scanner such as Trend Micro.
In the future: Install an antivirus program on your computer, and quit doing P2P, since that's probably how you got infected in the first place.

After successfull repairs
Delete all temp internet files includuing off line content, delete all temp files . Go to add/remove progras and delete all programs that are not required. (These can be done in many ways including disc clean up option) Then defrg the PC.

Scan the PC with standard antivirus software. If you do not have one, I can give a few links that offer free virus and spy ware removers...!You may be having a virus or spyware installed on your PC. First of all download System mechanics 7.0 30 days trial version, then intall it but dont run it yet. Also download Ewido antivirus and insatll it once again dont run it yet. Turn your pc off and turn it on in SAFE MODE. then run these programs and let them find the virus and delete it once that is completed, Then run your Disk clean and Disk defragmenter...
Hopefully virus will be deleted and your system should be running in good condition,
