I was just on the IMDb message board looking this up, and there was a lot of debate about it. He wasn't working on that building but people basically came to the conclusion that because he's an architect he asked to be let in to do something and knew which apartment was hers and then put it under the floorboard... it's not very well explained, but I guess it's just another case of 'suspending our disbelief' and assuming that he got it in there. That wasn't very helpful, sorry!
