I want to buy one of those t-mobile Ami James cell phones, however they aren't sold in Canada yet. So I thought about buying one on ebay, but it needs to be for Telus.

So what is an unlocked cell phone exactly?

Unlocked phones on Ebay are using GSM technolgy (uses a sim card)Telus from what I can see on their website is a CDMA provider using CDMA phones.
The T-Mobile phone you want is a GSM phone and will not work with Telus. If you switch your provider to a GSM provider, then you would be able to use the unlocked T-Mobiule phone. Hope this helps
Cheers

typically phones sold in North America are 'locked' to their respective network.

For e.g., if you have a service w/Telus, that Telus phone would work with Telus network.

If you put any other SIM card (say from T-Mobile), you get error - wrong card., etc.,

Since you are 'locked' to that carrier, they can offer phones to you on a subsidized price (most phones are free)

After a while, you can request Telus to 'unlock' the phone.

Generally T-Mobile has a liberal 'unlocking' policy, after 90 days of service, one can submit a unlock request and they offer the key free.

Good luck
