Something like pcanywhere or VNC or OpenVPN.

My choice for something like this would probably be openswan, an ipsec vpn solution for linux. But I have significant experience with networking, vpns and linux and wouldn't recommend it to someone without such knowledge.

It depends on what type of access you want. PCAW will let you access another machine in a remote control type fashion. RealVNC or TightVNC will do the same thing, they are open source software. The only thing with such programs is to make sure that the connection is secure (i.e. encrypted or tunneled through something like ssh) and that the ports open to the internet are protected.
The other option is a VPN (Virtual Private Network) which can make all your machines at both locations act like they are sitting on the same network. Traffic across the internet is tunneled/encrypted betweeen the two. Configuring a VPN is certainly more involved than the previous solution.

there are a lot of ways that you can accomplish this but what solution is best really depends on what you want to do remotely.

do you just want to be able to view files, transfer files or do you want to run an application on computer A from computer B?

what operating systems are you using? do both locations have broadband with static or dynamic IP addresses?

not the way which you describe. there is not any thank you to "equipment" the bandwidth of two unique community connections. each and each connection demands that is own IP dealing with the internet. the clarification at the back of it is technical and that i may be happy to problematic in case you like. the certainty that your neighbor's connection seems faster than yours could be a function of many diverse components. issues alongside with: a million. device changes 2. Numbers of simultaneous connections 3. web content visited. 4. Multi-tasking 5. Use circumstances. and so on. and on and on... because of the fact which you the two wade by using the comparable Verizon (MUX) that is not likely that there are any actual changes between the two connections.
