defected can mean either there is something wrong with the board or the layout on the board is incorrect.

Thanks for the answers. I have a friend in the recycle business and he believes he can resell the boards. Does anyone know where to buy unwanted boards?

Seriously though, I think they are thrown out and gather in the landfill. They don't biodegrade very easily.

they repair it then sell it to different websites and small local electronics shops. so it is basically refurbished/reconditioned product.
