The European Union has a special law on school trips relating to immigration formalities.

AFAIK no other country addresses the issue. Who's to ask if a sibling takes a minor brother or sister from the USA to Mexico or Canada?

Well you don't say from what country to what other country, but I'll tell you my experience living near an international border. We live in the United States.

To take our kids to Canada, Adults need a driver's license or some other form of picture ID. Children need a birth certificate and if both parents aren't with the child, they need a note from their parents giving whoever's taking them permission. I've gotten calls when my husband has taken the kids to Canada byhimself, even with a letter (technically the letter should be notarized, and this might save us grief, but it never happens.

We have passports for our whole family. While it's not required yet, it sure is handy.

Here in Belgium you must have a signed document from the "absent" parent. You get the document at the US Embassy, and both parents must be present.
If one parent cannot go to the embassy, then a written form must accompany the PASSPORT of the absent parent, brought to the Embassy by the other parent AND THE CHILD's passport, in person.
You can't be too careful these days.
IF BOTH PARENTS are present, no problem! Just show the little passports like any other adult.
