You need to use the WiFi connection to have someone else visit your town.
While in your town, the other person needs to go to the shop and buy an item (anything, it doesn't matter what - even a pack of seeds is fine).
The day after that, Nook will upgrade the store to Nookington's.

You have to have a friend buy from nook either by WIFI or Ds to DS connection.
My sister has the game and she's already done it. This is indeed the right answer.
