Both sides.

Forks to the left, knives and then spoons to the right. Dessert implements can be parallel to the edge of the table, across the top of the place setting.

For a formal place setting then, it goes this way, from left to right:

forks, with the first one to be used on the outside
plate
knives, with the last one (except for dessert) on the inside
spoons, the same as the knives
dessert implements, as I said, across the top edge of the place setting.
water glass above the tip of the inside knife
wine glasses along the tips of the other knives and the spoons
bread and butter plate above the forks

For an informal dinner, you could set up your place settings just about any way that you want.

The knife/knives and spoon (s) to the right, the fork(s) to the left of the plate, or as the source given below put it :"the forks, bread plate, spreader, and napkin are to the left, while knives, spoons, drinkware, cups, and saucers are to the right".

There should be never more than two of any kind of utensils (knife, fork or spoon...) set at anytime. The utensil to be used first on either side of the plate is set further away from the plate than the one to be use later. For more details, check out the link given below...

Either side. You'll be using your hands and sleeves anyways so don't knock them off to the floor. They're for showin' not blowin'.
