Don't worry about low season, come between January and May and you'll find that prices are fine, the only peak price periods are Christmas/New year/Chinese New Year/Easter.
Don't waste your time going to the 'usual' touristy spots, they've all been ruined.
Bette has the right idea, travel to Palawan, and especially the northern group of islands called the Calamian group, comprising the main islands of Busuanga, Coron and Culion, with about 150 untouched beautiful islands around those three.
Most of them look like the island on this site, but are nominally un-inhabited, and can be visited easily.

Other good places are the second generation future tourist islands, such as :-
Siquijor,
Camiguin
Romblon
Marinduque
West ******
Cuyo island group
Bantayan
Masbate
In these places, services are more basic, but you'll find very few tourists and will be welcomed by the people who have lived their lives there, instead of all the human garbage that you'll find ripping people off in the main tourist places.
It's a beautiful country to explore, I've lived here for 14 years and have travelled by plane and my yacht, and have still only seen 30% of the country.

I went in October and did not pay high season rates. I flew into Manila, toured Luzon and then caught a cheap flight to Cebu. But, actually the exchange rate is so favorable to the US dollar that everything there seemed so inexpensive. I also think the autumn is a little less humid and we had a typhoon hit while we were there, so it is probably hurricane season. Finally, we had no problems getting reservations or fighting crowds anywhere we went. Have a great trip, it is a wonderful country to visit and Cebu is simply beautiful.

Low season starts July through October but you may not want to come down here and miss the gorgeous beaches because of monsoon season around that time as well. Feb to early March are not as expensive for travel and early March is warm enough weather so the waters will be great. There is much to do... and try looking up Palawan as well. It should be on your "Must Visit" list.

the cheapest is sometime between february and before the end of march. after march is summer vacation in the philippines for its students so it starts getting more expensive. end of may to end of august is summer vacation here in the usa so that is expensive because it is all peak season.
october and november is a good time to go but i like earlier in the year because it is cooler and not rainy season (monsoons and typhoon season ends late november just like hurricanes in the gulf).
so, i would say feb, march, october, november are your best bet. december and january are still a bit expensive.
my husband and i got a round trip ticket to the philippines last year for the second week of march (don't go too close to Holy Week and Easter which is normally expensive) and it cost us $720 round trip from houston to seatle to manila via taipei. if you are going to cebu, that will be an addition of a couple of hundreds unless you go by super ferry which is super fun!
we booked on china airlines which was just great! they were so accommodating to us. it was a none refund tickets but they changed our flights several times because of sickness and then made all the arrangements to go straight to cebu as my brother was in an accident while we were already in seatle and were on our way.
they did not charge us anything and got us to cebu as fast as they could and we got there 3 hours before he passed away. the flight was still $720 for each of us. we had to stay longer due to the funeral and all and they changed the flight to a later return date for nothing.
if you use china airlines, they will make all the connecting flights from where you are without extra costs as they have partnerships with local airlines for connecting flights.
another airlines you can try is eva airlines....also very inexpensive.
we wish we were going with you............it was a great trip and enjoyed it so much that my husband was so tempted not to come back to the u.s.a.....lol

I just inquire for airfare, the cheapest is starting January 15 and gets cheaper till before the Holy Week. after Holy week it will be cheaper in July till before Christmas.
I will suggest that you establish a good friendly relationship with a travel agent that specializes in Asian travel. They can inform you in advance when the cheap fare are available. Have your phone and email available for them to send you updates on weekly special.

Now until the end of April. Schools here go on summer break May to July so it is peak tourist season. The best and cheapest time to go is now because it is dry season. August to November is also low season, but it is also rainy season and not a good time to come here.

The final 2 weeks of April and usual 2 weeks of might are my renowned time. the climate is large, yet vacationer season hasn't started, so there are actually not any super crowds, and the locals are not ill of visitors yet.

i agree with some of the answerers -- dry/wet/monsoon season should be more of a determining factor than prices and tourist congestion. it can get pretty nasty with the rain and flooding.
and then there's typhoon season too (not applicable to davao city.. *hint hint*.. ;-)
