Think of driving lights as super high beams. They light up everything so you can see greater distances, and are best used in off road situations. They should never be on on the road, and in fact some states require you to cover them while on the road.
Fog lights are sometimes amber in color, and directed down to the road, usually one near if not on the center line and the other on the fog line so you can see the road. They should only be on with low beams, and during rain or fog it's perfectly okay to drive with the fog lights on.

Driving lights are bright lights that are meant for use on offroad vehicles, but many people mistake them for fog lights because they sometimes look the same. Fog lights should have amber colored lenses and be mounted low on the vehicle to avoid reflecting the light back at you. Driving lights are meant to be used while offroading or doing recovery work offroad, they should never be used for driving lights as you will blind oncoming drivers. Fog lights are great in the fog as the yellow lenses diffuse the light so that you can see the road with less light bouncing off the fog. If you turn your bright lights on in the fog the light that bounces back is very bad and you can't see where you are going since the light from the headlamps is up higher it blocks out the pavement markings so having fog lamps mounted on your vehicle allows you to see the road better.

They do not do the same thing. Driving lights are for better night vision in front of the car or truck. Fog light are a light that does not reflect back (penetrates through) the fog. Every notice that if you hit your high beams in fog it harder to see . fog light are a softer light that won't glare

Fog lights put a wide beam down on the ground so the light won't reflect back at you.
Driving lamps are made to light up what's straight in front of you, higher and are brighter as well.

they are different in stength and in positioning. the fog lights help to specifically "cut through" the fog where as the regular or bright lights seem to hit the fog like a brick wall and make it harder to see ahead of you. the lower to the ground the angle is on the light for the fog is best.
