At a very low temperature, the molecules of the liquid are generally moving rather slowly in the liquid state. An occasional molecule does gain sufficient energy to break away from the surface of the liquid and become vapor, and so can diffuse away.

As the temperature is raised, the liquid molecules are gaining more energy and moving more rapidly. As the temperature increases, more and more molecules have sufficient energy to leave the surface.

At some point, the vapor pressure of the liquid becomes equal to the atmospheric pressure and the liquid boils.
