Sumer is older, recent fossils discovered by Professor John Lyndstrom (Archeology USC) show the Sumer civilization to have beginnings about 6200 b.c
The dig on which these fossils were found is presently being filmed for an upcoming documentary for PBS (Public Broadcasting) to be aired sometime in the Spring 2007.
Egyptians have been show to have started around 4100 BC.
The web link below is a quick "sneak peak" at the items discovered by Professor Lyndstrom, items that will be showcased in the upcoming film. The discovery is landmark, and put the Professor in reach of a Pulitzer Prize.

The civilization of MESPTONIA actually was oldest. It started about 5,500 B.C. with the city of UR-ENIL. However the people who were the SUMMERIANS came down from the north in about 3.000 B.C. They developed the city states including UR:LAGASH:LARSA:URIK:KISH. They were eventually conquered by the AKKADIAN empire under SARGON in the twenty second century B.C.
The Egyptain civilization came about 4,000 B.C. with the old kingdoms under such rulers as King Scorpian. Basically there were four kingdoms which became two: THEBES in the south and MEMPHIS in the north. In about 3,200 B.C. the pharoah MENES(NARMER) from THEBES(upper egypt) conquered MEMPHIS(lower egypt) and formed a united kingdom. The First Dynasty. There is a legend that there were people in Egypt hundreds if not thousands of years before the first kingdoms. They revolted against RA and RA smite them and scattered them. And there is a theory that crops were tried in about 7,000 B.C. but failed. The population left and thousands of years later they returned and built the Egyptain civilization. However this is only a theory but it is interesting that it corrosponds with the legend. However it was probably influenced by the legend. Therefore as we stand now the order of earliness is:
MESPTONIAN
EGYPTAIN
SUMMERIAN
Hope this helps.
