Well, yes, but it's not exactly like in the Simpsons.
Such toads are called Psychoactive toads, and psychoactive substances can be derived from glands in their skin. They are from the family of bufotoxins.
For example, the skin/venim of Bufo alvarius (Colorado River toad or Sonoran Desert toad) contains 5-MeO-DMT and bufotenin. Some types of toads only contain one hallucinogen or the other.
However, toad-licking itself, is just a rumor. You can't hallucinate from licking a toad's back. A hallucinogen can be derived from their skin and venom, yes, but it is a process, not just there on their skin to be licked.

I do believe that there is a spiecies of frog that if you licked them, the acid makes you "high" I just have no clue what species. I personally don't care either, if someone has the time to sit and lick frogs, they need to get a life, and fast.
