Because there are so many different cell phone providers and people change their cell phone numbers frequently there has not been a database set up (yet) for information. I remember at one point reading something about a company that was wanting to publish cell directories but I have yet to see it happen that I am aware of.

Dial the number from any phone.

When they answer, say "Hi, my name is _____! What's your name and address?"
