I have to re-rinse all my dishes (especially top rack) after it has run through it's cycle.

It might be hard water and something like Jetdry might help. If the problem persists, you might have to try something else.

You might have gunk in your dishwasher! Each week run an empty cycle with a cup of vinegar in it to keep the thing clean. If you take the bottom rack out, you can inspect if there is any gunk in the holes of the spinning wands.

You can take these sprayer wands off and use a toothpick to clean the holes. If you do this after a white vinegar cycle, the gunk will be easiest to remove. To take the bottom sprayer off, you usually have to untwist the bottom thing sticking up in the middle and lift off the sprayer. There should also be a sprayer wand on top. Usually, there is a plastic nut holding it in. Just untwist and remove.

Push a toothpick in the holes and run water through the middle until you get water coming out of them in a stream like the other ones. Then put everything back together. Ours was so bad that we thought we would need to replace the dishwasher. However, we cleaned it and it works just fine. Hope this resolves your issue. Oh, also, wear gloves when you clean your dishwasher. The gunk is pretty gross.

it's possible the filter needs to be cleaned.
take the water spinner off the bottom then there should be some way to remove a thing designed to keep stuff down (sorry about the vagueness) the filter is down there somewhere..remove it clean it replace it then use the vinegar idea BUT NEVER BLEACH IF IT'S STAINLESS STEEL INSIDE )... ..

oh and until the problem clears up try rinsing the dishes off

It could be that you are putting more dishwasher detergent in than the machine needs. Take a look at the manual and see how much they recommend. If you put in too much the excess may not be getting rinsed off.

It may possibly be that the telescoping center piece in the washing wand is not coming out which would cause it not to get enough water for the top rack and it would reduce the water coming out the nozzles of the wand.. Pull it out by hand and see if it is stuck.. Also check for obstruction of the drain screen...

Have you tried a rinse aid (like Jet Dry) or your water is hard (not allowing for the detergent to work properly) and may need a softener.

Sounds like too much powder detergent. Try cutting back on the amount of detergent you use. Also liquid detergent mixes better. You might want to consider switching to a liquid.
