Stare so hard at something or someone that u start looking like a monster ready to gobble the thing or the person, - Basically a look that makes others uncomfortable and consciuos of their appearance in a bad way. hope this helped

Let's imagine that you see someone attractive walking by. You look at that person thinking "I'd love to tear his/her clothes off and do all sorts of sexual things with him/her." You are ogling.
