When you click on, "View all my friends," what is the basis myspace uses in determining where they go in your list. It's obviously not the order in which you added them, and I had also heard the rumor that it was based on who had myspace the longest, but that doesn't really seem to make a lot of sense with the people on my list either.

1st person is right. It's who has myspace longer. So that is why tom is in the number one spot. He is the creator.
