I have always wondered if with the cartoons (mainly the ones from years ago like Bugs, Tom and Jerry, early Mickey Mouse...ect.) if they had the music done first and then they made the cartoon to go along with it (you know how with cartoons the music matches the character's action) or did they make the animation and the music later to match it? (I've always been interested in cartoons especially the ones from years ago it shows more about the time period than some might know).

Depends on the cartoon. Disney composes its music before the movie as they do with the voices. They do have story boards to work with. A lot of the older cartoons they add the music after that's why they do not seem seamless.

They have an idea about the music along with the story development, but some does get added later

I think it happens at the same time. So the Composers can get an idea of what the characters and scenes look like, and create music that is appropriate for a scene.

I think the animation came first then they based the sounds on what they had.
