I would say Dakota Fanning. There have to be other young/kid actresses out there, why does it seem like she's in every film that needs a young girl? I would hope that Britney has gotten all the partying out of her system and that she focuses on taking care of her kids, so I don't think that she'll be in the running for most annoying this year, but you never know.
Other contenders: Lindsay Lohan, Paris Hilton, and Kristin Cavalerri (sp? and I'm using the term "celeb" loosely by including her)
