i read in an advice column before that it is normal to have ,. like white dots around the end of the penis, right round the penis about 1.5 cm wide, but about a week ago one has formed to be bigger then the others and it is hard , it is a white hard circle, and i have been cautious and worried it may be cancer, but cancerous lumps are on the testes arent they so i am not sure.

Sounds like Sebaceous Prominence (fordyce's condition) or Pearly penile papules or an infected hair/sweat gland. I have had all 3 at times. See google images for an example. The first two almost everyone has and are no problem. Although they can be removed if are causing problems with the foreskin or sex. The latter, is slightly painful but can be removed by a doctor easily. :) Which of these does it look like (if any?) see sources. Hope this helps.
