How do I restrict a new web cam to only the Admininstrator on a PC?

There are a total of 4 users on this PC and I want only one to be able to access and use a new web cam. All users keep getting desktop shortcuts and icons that I do not want them to have or see. I have moved all the files to the Admin account, marked the files as hidden all with no success.

i honestly dont think there is a way of doing that unless you just use it when your on and then discounted it when your finished
