I've never seen adults doing it, but I have seen little kids walking around in Wal*Mart and other stores barefoot. I live in Texas.

I shop everywhere barefoot -- all the time.
Tho I have sometimes been asked to leave stores because of being barefoot. Wal-Mart staff have been less than friendly about my bare feet, but I often can complete my shopping without any problems.
I just want to do my shopping and exit the stores without any problems or hassles for anyone. Mostly, that is the case.
I have never had any trouble being barefoot at Target stores and there are few grocery stores that I frequently shop at where I know the managment has seen my bare feet but have not said anything to me.

I used to work at a wal-mart in rural Texas, and I occasionally saw an adult walking around barefoot. Most of the people I saw barefoot were kids and teens, though.
And a lot of people came in wearing pajamas and slippers.

It happens, but not much. Society is really against it, and a lot of people believe it's illegal in the US. But I'm a member of a mailing list of over 1100 barefooters, people of all 'walks' of life who have one thing in common -we don't like shoes. Most of us will do our shopping barefoot, since regardless of the persistant myth it is NOT against the law to go barefoot in stores or restaurants. See source for some excellent materials. Quite a few stores have a store dress code and they can do that -legally speaking they could require you to wear a clown's nose if they wanted to :-P - but if they're quoting a health dept law that's plain and simple a lie. Walmart, btw, has NO corporate policy against bare feet; some US members of the SBL mailing list have written to their corporate offices, and while local managers are free to set their own dress codes this is not a corporate rule.

I can honestly say that I've done that just once. The only pair of shoes I had with me got completely destroyed and I needed a pair of shoes. So I went in barefoot to shop for shoes. I bought the cheapest pair they had fit and looked decent. But that was an emergency situation.

Not adults, but a few children, which was just as disturbing due to the volume of germs residing on the floors of high traffic stores like Wal-Mart. I think Wal-Mart prohibits people of adult status (late teens and up) from entering their stores without shoes, but I've not seen a sign that expressly forbids it.
