Yes, you can play the game still. However it will be pretty much the same game you have been playing. You will not be able to access any of the new races, instances or areas. Including the two new races cities and outland. You will be stuck at 60. You will however, be able to use the items that come from outlands. Only way you would be able to aquire these, is if somebody with the expansion brung them over and sold them on auction house, or gave them to you. But most of the items will be 61+, so you won't be able to use them anyways.

I am sure you still will be able to play wow, but you wont' be able to access any of the new Burning crusade items, instances, crafting. You will not be able to level past 60. It will kind of leave you behind if you are in a guild that is all moving forward with the game.

of course you can still play the regular game, but like others said, you won't have access to BC things, such as creating a Blood Elf as I plan to do or leveling past 60. The new land that comes with BC is also for levels over 60 but without buying BC, you won't be able to go there.

You can play without the expansion, however, you will not have the opportunity to choose from the two new races.
Also, my understanding is that most of the new features in the expansion has a lot to do with higher level characters so if you don't have a high level character, you won't be missing much. You have the ability to wait until the expansion cost goes down :P
