What is the best plot for a story with a picture prompt? the picture is an ocean and it looks like there is the declaration of independance inside a bottle that washed up onto the land. please tell me the best plot you can think of, you dont need to write a story for me, just gve me ideas. thanks.

It washes up on the shore of a tyrannical society. The person that finds it reads it realizes what life should be like and gets others to rally around him. Better yet, make it a woman so you can hit two issues, freedom and women's place in society.

The declaration was stolen the police were closing in the robbers stuffed it in a bottle and threw it in the water its took out to sea where it washes up on a island thats has far as i can get at the moment
