During Reagan's funural and that of JFK,it was a member of the military who handed the flag to the first lady. Is there a signifigance to this? I'm just curious.

We all do understand as vice president he is the second in comand to the united states military. the prosestion of the flag starts with the lowest rank and then goes to the highest ranking member there. He as the highest ranking (being the 2nd in comand of the united states military) would have given it to her. If Bush had been in attendance it would have gone to him before Mrs. Ford

Because he wanted to. He is second in command and has a personal connection to Mrs. Ford and the family.

Cheney was a personal friend to Ford, also he was the highest ranking official there, so it was proper for him to do so.
