When this word was "born", the world was different than it is today. Today there is a name for every ailment, and accepted processes for making almost anything. It was not always that way. Most people learned by doing (some people still do) and often when people were making something, whether it be a fence or a cake, they needed something they did not have. So in the middle of the process they had to shift gears, so to speak.
They had to find something or make something that would take the place of what they were missing. They sure could not go to the internet or store to get it. The process was called a makeshift. An example of makeshift today would be to use an old tooth brush for a sneaker brush. (it's great for cleaning the soles).
