These would be the top law schools that are publicly subsidized in some way. In the US, these are usually state schools, especially if you can establish residency in that state.

Minnesota-Twin Cities
Illinois-Urbana
North Carolina-Chapel Hill
UC Davis
Wisconsin-Madison
I'm not quite sure if Oxford charges fees or tuition. If it doesn't, that's easily the top value Law School in the world since it's in the running for top law school regardless of cost.

BYU which is something like $10,000 a year if you are not Mormon and it is ranked 35th in the country. If you are Mormon, it is around $7,500.00 a year. Since all the tuition is subsidized through the tithing of all the LDS churches.
