I don't think the night clubs in LA that are under 18 are even worth it.
...or clubs 18+
I know Orange County has a few 18+ clubs:
--In Cahoots: 1401 S Lemon St, Fullerton, CA 92832, 714.441.1666 (I've been to this club and it's okay)
--The Boogie: 1721 S Manchester Ave , Anaheim 92802-3702, 714.956.1410 (I swore I would never go here, but a lot of locals luv it. I think it lacks class)
That's about the extent of my knowledge on that. Hope that helps.

See a movie star; sip a drink on a beach bar at sunset; slip on a couple of custom sneakers within an ultra-luxurious boutique in Beverly Hills; play at Universal Studios Hollywood topic park, discover world-class museums, or dance the night out in a starlet-filled club…..this are simply someof the things you will see in Los Angeles, learn this city with hotelbye . Los Angeles may be the California's liveliest city; is the activity capital of America, with megastar electricity and nonstop activities. Hollywood is the most-see attractions in Los Angeles. That place attracts countless guests annually who vacation there to pay honor for their beloved stars and maybe even find a view of several famous personalities. And occasionally they are happy!

It's not unusual for 16-17 year olds to drink, and it's also not that uncommon for girls to be giving bjs (probably not quite as common as drinking, but it happens). I guess it's good that she's saving her virginity for a guy she loves, but I personally think it's strange to give oral sex to someone you don't love because that's a really intimate act. I guess everyone has different views on stuff like that. But anyway, I don't know if I would necessarily call this "the norm," but it's normal enough that she's far from the only girl her age doing it.
