Because Vince has his favorites and his favorites politic for their favorites, and he wants the people on the shows to wrestle the way he thinks wrestling should be (so people that can do faster, complicated, high flying maneuvers are "held back" and aren't wrestling to their full potential).

Another reason is that Vince has a horrible writing team. The writing team does not have any consistency. To piggyback off Cruel Angel, a perfect example of holding a wrestler back would be CM Punk. A lot of WWE fans don't even realize that he has a deeper moveset than what they see. I guess they believe in the philosophy of "less is better".

Because Vince is a money hungry old man that thinks pushing untalented wrestlers *cough*CENA*cough* that teenage girls thinks is cute will make him the big bucks!
Oh and FYI Swifty,fat chance Vince will get rid of the head of creative writing who happens to be Steph (darn the luck)
In a minute ALL of the great wrestlers will go to TNA

It's run by idiots.
Vince hates women wrestlers and lightweight.
He's had some of the best talent ever and wasted them-Benoit,Eddie,Edge,Christian,Angle,Malenko,Raven,Rhino,RVD
He just doesnt let people shine.
Now Vince only loves giants/steroid freaks (Batista/Cena/Khali/lashley)
And if he had always run the company this way, we wouldnt have austin rock or hbk. Most of their career rock and austin were carlitos size and hbk was a cruiserweight.

WWE is stupid. Trish was the best thing to happen to the WWE. Now all it has left is The Undertaker and Mickie James. The rest of the WWE sucks.
TNA is WAY better!

You're so right that it hurts. To see people like Shelton Benjamin, for instance, getting thrown into the sidelines makes me sick. But well...we can always start watching TNA instead :)
