.. just because they promise to vote with the Democrats? Since when is the Senate based on a "promise"?

If conservative Democrats promised to vote with the Republicans, would the Senate be considered Republican?

It's not just a promise, they already have been voting with the Democrats. Even if they were new and it was just a promise at this point, that wouldn't mean that the Senate was "based on a promise," whatever that means. Control of a legislative body is really just a matter of perception, and legislators are free to cross party lines on any given vote.

There are two independents that I know of-- and for purposes of determining majority status, they've said they would "caucus" with the Dems. Don't forget, Lieberman was/is a democrat even tho he eventually ran as a "I"

We actually need more independents to check/balance to the two dominant parties.
