To pick a subject, think about what you love (or hate!). A celebrity? A lifestyle? Chocolate (people have killed for less)? Hanging out with friends? Dating? Skateboarding? Dancing? Attending concerts? Cooking? Making people laugh? Ditching people you don't like?
If you can pick any topic, pick something you're already familiar with. Then, you just have to organize the information and present it in an intelligent manner (ah, the harder challenge). To accomplish that, try this:
Introduction, where you say what your gonna' talk about, and what you're gonna' tell the audience about it ("I'm going to talk about friends today. You'll be hearing about how valuable they are, how they enrich our lives, and how they can drive you abslolutely up the walls")
The Body of your speech delivers what you promised, with supporting points/experiences/quotations, whatever you've got.
Conclusion reviews, BRIEFLY, the main points (say, 3) then culminates with some killer comment that ties it all together("...now, where would we be without them? In need, to be sure.").
Remember to use your body, facial expressions, and voice to put life into the delivery. Make it entertaining (got any props? Like having twenty dimes to toss over the listeners' heads at the end, saying, "So, remember,friends are more more valuable than money").
It's scary giving a speech, so being confidant will make it easier. Go for it and best wishes.

What is your audience? General topic will depend on your audience. A room of elementary school kids won't want to here a political speech
What message will they most easily identify it? Ingratiate yourself with the populous... demagogues don't just have good rehetoric, they tailor it to the audience... eg. the president won't talk about coporate tax breaks to farmers, or agi subsidies to students.
Keep it short. The longer you go on the tougher it is to find a message.
Assuming you are still in school a good funny topic that is sure to get your audience behind you is probably the civil liberties that are being violated because of homework :)

when i was student in the university, i wrote a critical speech about our college facilities(lack of facilities). It was good and interesting and i was applauded.
