technically yes, as you might have read, they are called hermaphrodites, but what happens is .....
everyone starts out with female genitalia when they are first in the womb, after the fist trimester has finished, the genitalia starts to form and depending what sex you'll be would take shape....if it starts out a vagina, but the body keeps growing, it usually results in an overgrown clitoris which is often confused with a penis

Yes, but I've never read what the explanation is or what the implications are, or whether the person has X or Y chromosomes, whether it's like Siamese twins, or just one person with a problem with the way the organs differentiate (supposedly we all start out as female).

Yes it is possible.
My friend's kid was born that way and when she gets older they will let her decide if she wants to be male or female and then get her the surgery to confirm the decision.

Hermaphrodite is a derogatory term. The polite term would be intersex.
