um, there is no scale that includes the classification of stupid. that's just an insult! there is an IQ scale that ranges from profoundly mentally retarded at the bottom to very superior at the top.
in the middle is average. then going down there is below average, borderline, and low. once an IQ falls into the low range that can be further broken down into mild, moderate, severe, and profound levels of mental retardation.
but it is important to know that a person's level of adaptive functioning must also be low (to a specific degree) to be diagnosed as retarded. the IQ alone is not enough.
people with very low IQs who function very well are not diagnosed as retarded. and nobody should ever be called stupid based on their ability. there are plenty of "smart" people who could justifiably be labeled stupid!

Actually stupid is a derogoratory remark that is made by someone to offend another person whose IQ is not necessarily below normal.
Being retarded is an actual disability that a person has, and the IQ is below normal. Being and idiot is another derogoratory word that people use to discribe someone who is retarded. Having an IQ below 80 is borderline retardation, 70 being retarded. There are tests to measure the IQ of an individual.
Using the word ignorant is offensive, but the word really means that you do not actually know anything about what is being discussed at the time.

retarded means that it is completely out of your control because you do not possess the faculties that are required to learn or retain information.
Stupid... is someone that can be taught but due to circumstance or choice... Doesn't want to or has yet to attempt to know something.
Retarded can be taught but always on a lesser level as they are developmentally and physically limited.
Stupid can be taught, but it is just a lot harder due to genetics, circumstance or background.
Intelligence is the capacity to aquire and apply knowledge. The capacity is what is effected between these two extremes for two totally different reasons.
Someone who is retarded can be stupid... but someone who is stupid can't be retarded if they are not born that way... Get it?

This is a matter of semantics and simple definition rather than differentiating two degrees of lack of intelligence. To be retarded means that there is something mentally or physiologically wrong with you, such as a disease, trauma, congenital or hereditary malady. To be stupid means not having the preparation and/or will to differentiate between right and wrong, safe or hazardous etc... One has nothing to do with the other.
