Griffith from Berserk. He sacraficed his entire army of followers who sacraficed themselves to get him where he was and to rescue him from his 2 or 3 year imprisonment of totrue. They fought countless battles and gave themselves to him but he gave them as sacrafices to the bloody feeding freenzy of Apsotles for his own selfish dream to become a God Hand and rule his own kingdom.
And the baddest hero is also from Berserk Gutts, who looks down on everyone who can't raise a sword and even tryed to persuade a girl into killing herself after he killed her father, but he was an Apostle. He's willing to sacrafice innocent lives because that's what happens during wars.

uhh, well, I can't choose one villain or hero so I'll have my top five for each(sorry but some things are too hard to think of just one, in this case, villain and hero)

Definitely Light Yagami... A combination of Baddest Hero (he kills suspects using Death Note) and at the same time, the Baddest Villain (he also kills people that opposed him!!!)
